Cell phone is much better now (2013) on the second floor. Also try Google voice to route calls via the WiFi.

You can only get to the first floor from the east staircase or the elevator.

The entire building has virtually no service... Plus these rooms most rooms don't have windows. Hmm....

There are a total of 4 floors, entering from Rush Rhees is indeed the 3rd floor with the Bursar office on the right and Psych department on the left. First two floors also have limited cell reception.

Floors 1 and 2 = limited to no cell phone reception. :(
